Israel’s National Security Minister Itamar Ben-Gvir on Thursday presented what he called a practical plan to encourage Palestinians to leave Gaza.
Ben-Gvir Presents Gaza Plan
“It is possible, it is realistic […] within our capabilities,” Ben-Gvir declared. “1.1 million within three years, and within seven years we can reach almost 1.9 million.”
Speaking at the presentation of what he called the ‘Disengagement Plan 710’, the minister explained that it had been developed over about a year and a half by teams of professionals, experts, researchers and security personnel.
Under the proposal, Ben-Gvir stated that people leaving Gaza would receive a ‘free exit card’ only after a destination country had been secured. Families would remain together, while receiving countries would be given funding for an initial absorption package covering housing, language, education, training and employment for at least two years.
Plan Offers Relocation Support
“Even if the fighting stops, the rehabilitation in Gaza, according to all studies, costs about $71 billion. If anyone has any idea in their head to rehabilitate Gaza, they are simply living in denial,” the minister argued.
“We are not forcing departure, but there is encouragement of this,” he added.
Ben-Gvir claimed that, according to a survey, 60 per cent of Gazans were willing to consider permanent migration, while nine per cent supported temporary departure and 19 per cent said they would not leave Gaza.
Minister Claims Countries Interested
“I’m telling you, I have attended the most secret meetings. There are countries that have informed the State of Israel that they are willing to do this,” he maintained, without naming any of them.
The minister said the plan had been held back by the lack of a government body responsible for implementing it, and pledged that his Otzma Yehudit party would take on that role if it formed part of the next government.
“The problem is not a lack of willingness […] The problem is that the state lacks a project manager. I sat in work meetings, both with Bibi and with Israel Katz. I appreciate them. But there wasn’t a manager. There wasn’t a minister who took this role upon themselves,” Ben-Gvir remarked.
Gaza Population Faces War Toll
The Gaza Strip has a population of about 2.1 million Palestinians, according to the UN.
According to Gaza’s Health Ministry, 73,470 Palestinians had been killed and 174,540 wounded since October 7, 2023, as of Wednesday.
Israel launched Operation ‘Gideon’s Chariots II’ in August 2025, expanding its military campaign into Gaza City. Israeli leaders stated that the offensive was intended to help secure the release of the hostages and dismantle Hamas’ military capabilities.
US President Donald Trump later presented a 20-point plan for Gaza, setting out a ceasefire, hostage releases, the demilitarisation of the territory and a transitional administration. The plan became the basis for the ceasefire framework agreed by Israel and Hamas.
