Referee explains the reasoning behind football’s new time rules.

World Cup 2026 Rule Changes Explained Through FIFA Referee Muhammad Taqi’s Perspective

Speaking in a recent explanation, FIFA referee Muhammad Taqi, who is also a video match official for the FIFA World Cup Qatar 2022, explained the reasons for the new match regulations for the FIFA World Cup 2026.

The focus is mainly on reducing time-wasting and improving effective playing time.

From Taqi’s perspective, modern football has increasingly suffered from unnecessary delays. The game has become more tactical, but so have stoppages, he adds, which have cut down on playing time.

The new rules are meant to not alter football itself but to make sure that fans see more action and fewer interruptions, he says.

Goalkeepers and Time Control

The one thing that Taqi points out is the limitation on the duration goalkeepers are allowed to hold the ball. The idea is to maintain the pace of the game and discourage slow starts.

By limiting time in such situations, referees help maintain flow and reduce passive play.

Substitutions, Throw-Ins, and Match Flow

Taqi also points to changes in substitution rules. Now players have to get off the pitch within a limited time frame. If they surpass it, the replacement is delayed.

Throw-ins and corner kicks may be subject to similar timing, and referees may use short countdowns if required.

From his perspective, these adjustments work together to prevent repeated interruptions and protect the rhythm of the game.

Fan Experience at the Centre

According to Taqi, the main motivation behind these changes is the fan experience. People don’t go to watch football for stoppages or time-wasting, especially in big games like the World Cup.

From Taqi’s perspective, these changes are all about making football more fluid and fair, with a stronger focus on actual playing time rather than wasted seconds.
