Cinemas have remained a rarity in Kelantan, with a long history of regulatory challenges surrounding their operation. However, the state government has now clarified that it does not prohibit cinemas from opening, but rather imposes specific guidelines that must be followed.
The Kelantan state government has emphasized that cinema operators are required to adhere to strict conditions rather than face outright bans. One of the conditions is that cinemas must keep their lights on during screenings. This rule is designed to avoid “unhealthy” activities that could happen in dark environments.
Strict Conditions for Cinema Operators
Asri Mat Daud, the chairman of the State Islamic Development, Propagation, Information, and Community Relations Committee, explained that while cinemas are not banned, operators must follow certain guidelines.
He highlighted that this issue is longstanding and has been discussed multiple times by the government. Asri stated, “The reality is that companies wanting to open cinemas in Kelantan have found their aspirations halted due to the strict conditions set.”
This indicates that it is the stringent requirements, rather than a formal prohibition, that have dissuaded potential cinema operators from setting up in the state.
Respecting Prayer Times
Another significant factor in the guidelines is the need to respect Islamic prayer times, particularly the Maghrib and Isyak prayers, which occur in quick succession. The state government is keen to ensure that these religious observances are honored, which complicates the operational hours for cinemas.
Alternatives for Filmmakers
For filmmakers eager to share their work in Kelantan, the state government has suggested alternative options. Asri noted that they offer large, spacious halls specifically designed for film screenings. This arrangement enables filmmakers to showcase their projects while still complying with the government’s guidelines.
Promoting Cultural Heritage
Additionally, the state government encourages performances that highlight Kelantan’s rich history, notable figures, and cultural heritage. These artistic expressions must comply with Syariah principles, ensuring that they respect local customs and values.
As Kelantan faces the challenges of modern entertainment, it is clear that while cinema operations are tightly regulated, there are still many opportunities for creative expression within the guidelines set by the state government.
