Government Plans Gradual Ban
On Wednesday, September 10, 2025, Malaysia’s Health Minister, Datuk Seri Dr Dzulkefly Ahmad, announced that the federal government will impose a full ban on the sale of electronic cigarettes and vape products to curb their misuse.

According to Dr Dzulkefly, the ban will be carried out in stages, beginning with open-system vape devices and gradually expanding to cover all types of vape products, NST reported.

Coordination With Key Agencies
The Health Ministry has already conducted detailed discussions with key government bodies, including the Finance Ministry, Customs Department, Domestic Trade and Consumer Affairs Ministry, Home Ministry through the police, Investment, Trade and Industry Ministry, and the Malaysian Investment Development Authority.
The proposed plan and findings will be presented to the Cabinet for policy approval, which will form the basis of the nationwide ban.
Protecting the Next Generation
The ban is seen as a step to protect young people from early exposure to nicotine, which could lead to addiction.

It is also aimed at preventing the normalization of vaping culture in society, as well as reducing public health costs related to chronic diseases caused by nicotine use.
The Health Ministry views this move as aligned with the aspirations of the Generational-End-Game Policy (Dasar Penamat Generasi, or GEG), which seeks to create future generations free from both cigarettes and vape products, Sinar Harian reported.
Strengthening Enforcement and Public Safety
From an enforcement perspective, the ban will allow authorities to act more effectively against the black market and counterfeit vape products, many of which contain heavy metals and prohibited substances.
Authorities hope the move will steer the economy toward healthier industries rather than short-term profits from vape sales.
State Governments Already Taking Action
Dr Dzulkefly also highlighted that six state governments: Johor, Kelantan, Terengganu, Perlis, Kedah, and Pahang, have proactively stopped issuing or renewing vape sales licenses through their local authorities.
The Health Ministry supports these actions as part of national efforts to improve public health.
Timeline Still Undecided
While the phased approach has been outlined, Dr Dzulkefly did not provide a specific timeline for the full implementation of the vape ban.
