On 27 November, police arrested a 44-year-old man from Okayama City’s Higashi Ward for an indecent act committed on an escalator in a Kita Ward shopping centre.
According to News.KBS.co, the previous evening (26 November), around 5:30 p.m., the suspect reportedly pulled down his trousers while riding the escalator, exposing his buttocks to a teenage girl standing behind him.
The situation quickly escalated as security personnel detained the man and reported the incident to the police, stating, “I have a suspicious person in custody.”
The man was subsequently charged under Okayama’s Nuisance Prevention Ordinance, a law that restricts specific actions that could be deemed disruptive or bothersome within the city
Suspect’s Defence
During police questioning, the suspect admitted to pulling down his trousers but claimed his intention was not to expose his buttocks.
Instead, he said, “It was not my intention to show her my butt. I wanted a young woman to see the T-back underwear I was wearing.”
The T-back, a thong-style undergarment, leaves much of the buttocks exposed.
Authorities noted that the act of showcasing such revealing underwear is hardly distinguishable from nudity. This argument did not shield the suspect from legal consequences under public decency laws.
Legal Context and Social Impact
Okayama’s Nuisance Prevention Ordinance aims to deter behaviors that harm public decency or cause distress, particularly to young individuals.
The teenage victim, described as a “judai,” a Japanese term for someone aged 10–19, was likely left distressed by the act, Sora News 24 reported.
Law Enforcement’s Commitment
The man’s actions, regardless of intent, were deemed a clear violation of the ordinance.
Police emphasized their commitment to protecting public spaces and urged citizens to report similar incidents immediately.
