NGOs Raise Funds For Justice
Animal welfare organisations in Malaysia have come together to seek justice for a stray dog that was skinned alive in Melaka.
On Wednesday, 20 August 2025, Persatuan Haiwan Terbiar Malaysia (SAFM) and the Melaka Fursave Association (MFA) announced a RM51,100 reward (approx. S$15.6K) for information leading to the arrest of those responsible.
According to its Facebook post, the fund initially stood at RM21,100 (approx. S$6,441) through contributions from the public and local businesses.
It grew significantly after a concerned businessman, known as Packie, contributed an additional RM30,000 (approx. S$9,157).
SAFM emphasised the urgency of the matter, urging both the Royal Malaysia Police (PDRM) and the Department of Veterinary Services (DVS) to act swiftly.
“SAFM and MFA remain steadfast in our commitment to securing justice for Biao Mei and ensuring that those responsible for such acts of cruelty are held accountable,” the NGO said in a statement.
Discovery Of The Injured Dog
The horrific case first came to light on Friday, 15 August 2025, when a tip-off led animal feeders and NGO representatives to the Krubong Industrial Area in Melaka.
The dog was found with its skin stripped from its head and back, leaving it severely injured, according to Persatuan Haiwan Terbiar Malaysia – SAFM on Facebook.
Free Malaysia Today reported that a local feeder who regularly cared for strays rushed the dog to a veterinary clinic.
However, the veterinarian determined the injuries and infection were too serious to treat. To prevent further suffering, the dog was euthanised under the vet’s advice.
Police Investigation Underway
Melaka Tengah police chief Christopher Patit confirmed that the case is being investigated under Section 29 of the Animal Welfare Act 2015, which carries penalties of:
- up to three years in prison,
- a fine between RM20,000 (approx. S$6,106) and
- RM100,000 (approx. S$30,532), or both, if convicted.
He stressed that the authorities take the matter seriously and are committed to investigating the incident thoroughly.
Police also urged members of the public with relevant information to assist in the case by contacting Insp Rizal Kiraman.
Strong Condemnation From Animal Advocates
The case has sparked outrage among animal welfare groups nationwide.
SAFM and MFA held a press conference in Melaka, joined by several NGOs, lawyers, and advocates, all calling for justice and stricter enforcement of animal protection laws.
The organisations hope the reward will encourage witnesses or anyone with knowledge about the perpetrators to step forward.
“This is a clear case of animal cruelty, and the perpetrator must face the full force of the law,” SAFM had earlier stated in a Facebook post.
