Four men, including three Singaporeans and one Malaysian, were arrested during a police operation near a hotel in Ampang Jaya, Selangor, on Wednesday, June 19, 2025, at approximately 11.45 am.
According to the Royal Malaysia Police Narcotics Department (JSJN), three suspects: two Singaporeans and one Malaysian, were detained inside a Toyota Vellfire, a multi-purpose vehicle (MPV).
A fourth Singaporean suspect was arrested shortly afterward in the hotel lobby.
The arrests were carried out by officers from the Bukit Aman Narcotics Criminal Investigation Department (NCID) based on intelligence about the suspects’ activities.
Police Bust Malaysia’s First Cocaine Vape Syndicate
The arrests led to the discovery of what police say is Malaysia’s first known cocaine vape trafficking case.
As part of the operation, police uncovered 10 boxes placed in the vehicle’s back seat. Inside were 4,958 vape cartridges believed to be infused with liquid cocaine.

The total volume of the seized substance was 9.42 litres, with an estimated street value of RM7.29 million (approx. S$2,203,056), Free Malaysia Today reported.
In a press conference on Monday, June 23, JSJN Acting Director Datuk Mat Zani @ Mohd Salahuddin confirmed the nature and scale of the syndicate.
Syndicate Operated from Rented Condo, Targeted International Buyers
According to the official JSJN Facebook statement, the syndicate had been active since March 2025 and operated from a luxury condominium in the Kuala Lumpur city centre, rented for RM300 (approx. S$90) per night.
The premises were used to package cocaine-laced vape liquid before distribution.
Authorities believe the 31-year-old Singaporean suspect played the role of supplier, with support from the other three men, including the Malaysian driver.
Each vape cartridge allegedly contained 1.9ml of cocaine and was sold for RM1,500 (approx. S$453), according to reports. Additionally, the liquid was said to provide around 100 puffs per cartridge.

Used Malaysia as a Transit Point
The syndicate is believed to have used Malaysia as a transit point, with some products smuggled out through courier services, while others were sold to local ‘elites,’ according to Datuk Mat Zani.
JSJN also confirmed that one suspect tested positive for ketamine and that two of the suspects had past criminal records, including drug-related offences.
The other two had no prior convictions.
The suspects were reportedly paid between S$100 and S$200 per day.
All Four Were Charged Under the Dangerous Drugs Act
On Thursday, June 26, the four suspects were formally charged at the Ampang Magistrates’ Court.
They were identified as:
- Kong Sien Mee, 57 (Malaysian)
- Quek Kien Seng, 45 (Singaporean)
- Tristan Chew Jin Zhong, 25 (Singaporean)
- Ivan Tan Zhi Xu, 31 (Singaporean)

According to New Straits Times, the four men were charged under Section 39B(1)(a) of the Dangerous Drugs Act 1952, punishable under Section 39B(2) of the same Act.
If convicted, they will face the death penalty or life imprisonment, and 12 strokes of the cane.

All four men were brought before the Ampang Magistrates’ Court, where the charges were formally presented in front of Magistrate Amalina Basirah Md Top.
The men nodded in understanding, but no plea was recorded since the case falls under the jurisdiction of the High Court.
During the hearing, it was revealed that the three Singaporean nationals had legal counsel in the form of lawyer Ille Maryam Yusnawannie.
The Malaysian defendant, Kong Sien Mee, appeared in court without representation.
Next Court Mention Set for September 8
All four suspects were remanded for seven days, ending June 26.
The court has fixed September 8, 2025, for case mention and submission of the chemist’s report.
