Sengkang Police looking for man pictured carrying a potted plant for case of dishonest misappropriation of property

The Sengkang Neighbourhood Police Centre published an appeal for information on 18 August 2022 at 3.59pm on its Facebook page.

In the photo accompanying the appeal for information, a man, clad in a white polo t-shirt, is seen carrying a potted plant.

The police are looking for the male subject in the photo to assist with investigations into an alleged property offence. Specifically, the police stated that the case involved “Dishonest Misappropriation of Property”.

The incident was reported at Block 282B Sengkang East Avenue.

Anyone with information requested to call the Police

The Police have asked anyone with information to step forward and contact the police, either through the Police Hotline at 1800-2550000, or online via the iWitness portal at www.police.gov.sg/iwitness.

The iWitness portal allows people to provide information about criminal activity to the Police to aid ongoing investigations or uncover unreported crimes.

On the iWitness website, it is stated that people may choose to remain anonymous or provide their contact information. It is further stated that “your identity will be kept strictly confidential.”

In its appeal, the Sengkang Neighbourhood Police Centre informed the public that all information will be kept strictly confidential.

The Offence of Dishonest Misappropriation of Property

Section 403 of the Penal Code criminalises the offence of dishonest misappropriation of property. One convicted of the offence may face a fine or a term of imprisonment that may extend to 2 years, or both.

The illustrations and explanations to Section 403 of the Penal Code suggest that one who finds moveable property “not in the possession of any other person” should, amongst other things, use reasonable means to discover the owner and give notice to the them. The said finder should also give reasonable time and opportunity for the owner to claim the item.

As set out in Explanation 2, “what are reasonable means, or what is a reasonable time in such a case, is a question of fact.”
