The victim of a hit-and-run accident at 11.30pm on 11 January 2023 at the junction of New Loyang Link involving a Black BMW which hit a woman and her 2 dogs is appealing for eye-witnesses and dashcam footage. A Chow Chow that was dragged under the BMW suffered serious injuries and underwent surgery earlier today.
Accident at New Loyang Link
According to the sister of the victim, Rachel Dominique Ng, the victim was walking her two dogs, a Chow Chow and Labrador at the junction of New Loyang Link that evening. They had just finished a walk at Pasir Ris Park and were headed back home to their residence at Loyang Rise.
She walked her dogs across the road when the light turn green. However, while they were crossing the road, a black 4-door BMW sedan turned right and hit the victim and her Chow Chow.
The Chow Chow was dragged under the BMW for a distance, but the BMW did not stop driving.

The green ‘X’ marks the approximate location of the incident and the purple arrow showed the direction of the black BMW.
The driver of the BMW did not stop and continued to drive off towards the general direction of Changi Village.
Chow Chow was dragged under BMW
According to the victim’s sister, the screams of the victim were heard by her mother and neighbours who were some distance away.
Rachel also wondered how the BMW driver could have driven off without stopping when the driver would have felt the dog under his car and heard the screams of the victim.
“It’s ridiculous that this driver could still continue driving even upon hearing the screams of my sister that could be heard by my mother and neighbors a whole road away & feeling the body of my dog under his car. It’s been extremely traumatic for my sister and family.” – Rachel Ng
In the chaos of the accident, the victim’s Labrador ran loose but was later found outside the victim’s house.
Rachel shared with Wake Up Singapore that she thought the Labrador ran to the house as it was instinctively trying to call those at home for help.
Chow Chow severely injured
The Chow Chow, which bore the brunt of the accident as it was dragged under the BMW, has been hospitalised for a broken arm, which fractured into 3 pieces, and a dislocated hip.
Wake Up Singapore understands that the Chow Chow underwent surgery earlier today (12 January 2023).
The woman who was walking the dogs suffered cuts and brusies. She is currently also experiencing ‘severe neck and head pain.
The other dog, a labrador, escaped unscathed.

The victim is appealing for eye-witnesses and dashcam footage from persons along New Loyang Link at 11.30pm on 11 January 2022.
