JKM Takes Custody of Zayn Rayyan’s Younger Brother After Parents and Grandparents Released

On the recent news of the tragic case of Zayn Rayyan Abdul Matiin, the Malaysian Department of Social Welfare (JKM) has taken custody of Zayn’s younger brother, Mateen. Selangor JKM Director Azmir Kassim confirmed the situation, noting the necessity for them to provide care for the child. This follows the release of Zayn’s parents on bail after being charged with neglect.

Initial Disappearance and Discovery

On December 5, 2023, six-year-old Zayn Rayyan, an autistic boy, went missing from his home at Idaman Apartment in Damansara Damai. Tragically, his body was discovered the following day (December 6) around 10 PM in a stream 200 meters from his house.

A post-mortem examination revealed that Zayn had been murdered, with injuries around his neck and body indicating a struggle. This discovery prompted a detailed police investigation.

Legal Proceedings and Family Detention

According to The Star, on June 12, 2024, at approximately 2.30 pm, Zayn’s grandparents were detained to assist police investigation under section 302 of the death penal code. However, they were released the following day, after 24 hours of questioning without being brought to court for remand. Additionally, they will need to report to the Petaling Jaya district police headquarters monthly as a condition of their bail.

Charges Against Zayn’s Parents

On June 13, 2024, Zaim Ikhwan Zahari and Ismanira Abdul Manaf, both 29 years old, were charged with neglect under Section 31(1)(a) of the Child Act 2001 in connection with their son Zayn’s death.

Initially arrested on May 31, 2024, they were held in remand for 7 days, which was extended by another 6 days to support the murder investigation. They pleaded not guilty and were released on RM10,000 bail each. The court has scheduled their hearing for July 26, 2024, according to Bernama.

Impact on the Family and Latest Update

On June 14, 2024, NST reported that Zaim Ikhwan’s lawyer, Fahmi Abd Moin, suggested he should file a police report against Edisi Siasat, a Telegram channel accused of spreading false information about his son’s death. The case has profoundly affected Zayn’s family, particularly his younger brother, Mateen, who is now under JKM’s protection. The community remains hopeful for justice for Zayn.
