The legal process has taken a new turn in the horrific abuse case at an illegal child welfare centre in Batu Caves, Selangor, Malaysia. 25-year-old caretaker Retna Velu has pleaded guilty to 15 charges of sexually abusing five children. The victims are between the ages of 8 and 13, making the case even more sensitive.

The court has not granted him bail and has set May 21 as the sentencing date. The case has brought up the issue of child safety, law enforcement and supervision anew.
Charges and Law
The case has 12 charges of physical and non-physical sexual abuse of children. The charges have been framed under Sections 14(A) and 15(A)(i) of the Sexual Offences Against Children Act 2017. Section 14(A) carries a maximum sentence of 20 years imprisonment and caning.

On the other hand, Section 15(A)(i) carries a maximum sentence of 10 years imprisonment or a fine of up to 20,000 ringgit. In addition, three more charges have been filed under Section 377C of the Penal Code, which carries a sentence of 5 to 20 years in prison and caning. As a result, the case is considered very serious in terms of law.
Court Decision
After pleading guilty, the court did not grant any bail to the accused. The judges said that the scale of the crime and the violence against children were very serious. Therefore, he will have to remain in prison before the sentence is pronounced.

The court has fixed May 21 for the verdict. This decision has brought some relief to the families of the victims. At the same time, it has sent a strong message to the society that no leniency will be given in such crimes.
Case Against the Owner
The owner of this center, 31-year-old S. Valan, has denied all four charges. He has been charged under Sections 14(A) and 14(B) of the same law. If convicted under these sections, he can be sentenced to a maximum of 20 years in prison and caning.

The court released him on bail of 15,000 ringgit, along with one surety. In addition, he has been ordered to report to the police station every month and submit his passport. The next hearing of the case has been scheduled for June 10.
Investigation Information
The investigation revealed that the center was being run without the approval of the Social Welfare Department. It was operating under the guise of a private organization for a long time. At least 12 of the 36 residents have been accused of torture.

Medical examination found old and new injury marks on the children’s bodies. These facts have strengthened the case. As a result, questions are also being raised about the role of the authorities concerned.
