A Sessions Court in Shah Alam, Malaysia, has fined a Nepalese national 40,000 ringgit (S$12,715) for extreme cruelty to a cat. Failure to pay the fine will result in a 15-month jail sentence.
The verdict was announced after the accused pleaded guilty in court. The incident has sparked widespread outrage and discussion across the country.

Details of the Horrific Incident
According to court records, the incident took place on the fourth floor of an apartment building in Kota Kinabalu at around 12:30 am on November 15. A woman saw the accused holding a cat while parking her car.

She then saw the accused taking off his clothes and committing inhumane acts. Realizing the incident, the woman informed her husband.
Eyewitness Account
Later, when the husband went to the scene, he also saw the accused naked. He was then reprimanded. Immediately after this, the accused put on his clothes, threw the cat down and entered the house.

The woman recorded a 48-second video of the entire incident, which was later used as important evidence.
Legal Context
The accused was charged under Section 29(1)(a) of Malaysia’s Animal Welfare Act 2015. The law provides for a maximum sentence of three years in prison or a fine of up to RM100,000. Judge Nor Hasniah Ab Razak said such cruelty to animals was unacceptable.

Social Reaction
There was a strong reaction on social media after the incident was published. Many demanded that the fine money should be used for the treatment, care and rehabilitation of the cat. Some said that the money could be used to ensure the sterilization and shelter of stray cats in the surrounding area.
Many others have emphasized that the responsibility for such crimes always lies with the perpetrator, and there is no room for blaming the victim.
Some comments have also questioned the humanity of the accused.

Past Offences and Sentences
It is understood that the accused is a former security guard and is currently single. He is also serving a four-month prison sentence for being half-naked in public and entering the country without valid documents.
